In light of the worldwide spread of Coronavirus Disease 2019 (COVID-19), although we understand the postponement of the NPT Review Conference is unavoidable, I feel regret the postponement of the conference that is the most important process of multilateral negotiations for nuclear disarmament under the very serious current situation concerning nuclear weapons.
Moreover, 2020 is the 75th anniversary of the atomic bombing to Hiroshima and Nagasaki. I also regret that an opportunity is postponed to disseminate messages from the Hibakusha (A-bomb survivors) who hope and desire the abolition of nuclear weapons as soon as possible, even just a day sooner.
We urge NPT state parties to sustain its efforts toward continued discussions in preparation for the conference and concrete result that would contribute to the nuclear disarmament.
We also urge the Japanese government to play its role as the government of the only A-bomb-attacked country in bridging the gap between nuclear-weapon states and non-nuclear weapon states and exercise its strong leadership toward the nuclear disarmament.
We, Hiroshima Prefecture, also carry out concrete initiatives including policy proposals based on new security approach to overcome nuclear deterrence and increasing supporters of peace initiatives. Through these initiatives, we would like to contribute to a peaceful international society free from nuclear weapons.
I sincerely hope that COVID-19 situation gets resolved and the process toward the nuclear disarmament restarts soon.
