全世界に依然として1万5,000発あまりの核兵器が存在し、また持続的発展や地球温暖化対策といった背景のもとで原子力の平和利用が一層拡大・普及するなかで、テロリストにとり魅力的な管理の緩い核兵器や核分裂性物質の安全を確保することがグローバルな安全保障上の重要課題となって久しい。かかる課題に立ち向かうために、各国がそれぞれの責任のもとに、核セキュリティ強化に向けて継続的に取り組む必要性がかねてより強調されてきた。こうしたなか、2016年をもって終焉を迎えた核セキュリティサミット(Nuclear Security Summit)の成果と教訓をいかに継承していくかは、核セキュリティに係る国際的な枠組みの将来を見据える観点から、2017年の一年間を通じて特に注目された点だと言えよう。2010年から2016年までの間、4回にわたり開催された核セキュリティサミットを通じて、50を超える関心国のハイレベルの参加者が一同に会し、各国の核セキュリティ強化の取組がステートメントや文書の形で一定の透明性のもとに報告されるとともに、「バスケット」提案方式による核セキュリティ強化のための数々の共同提案が発出され、参加国に政治的なコミットメントが促されてきた。
こうした核セキュリティサミットプロセスの終焉に伴って、核セキュリティが国際社会の主要関心事項から外れ、その結果、各国での国内履行のモメンタムが削がれることがあってはならない。この意味において、2017年11月にウィーンで開催された国際原子力機関(IAEA)主催の核物質及び核関連施設防護に関する国際会議(International Con- ference on Physical Protection of Nuclear Material and Nuclear Facilities)2に、各国のハイレベルや実務家、大学・研究機関、そして市民社会といった幅広いバックグラウンドの専門家が集い、数多くの報告が行われ、核セキュリティ強化を巡る具体的な課題や技術的挑戦に関して議論が深められたことは、評価されるべき1つの成果であった。また、核セキュリティサミットを通じてアウトリーチ活動が繰り広げられた結果、長年の懸案であった核物質の防護に関する条約の改正(以下、改正核物質防護条約)が遂に発効(2016年)に漕ぎ着けてから、ちょうど1年が経過したこともあり、核セキュリティサミットプロセス以降の新たな国際的な枠組みをいかに構築するかを巡り、関連する多国間条約の運用論や解釈論が湧き上がってきた3ことも特筆すべき事項である。また、核セキュリティサミットと併走してきたIAEA主催の第2回核セキュリティに関する国際会議(2016年12月)で発出された外相声明4に関して、2017年の第61回IAEA総会では、各国から同声明の内容を履行することの重要性について相次いで言及がなされた5。このことからも、今後の核セキュリティに対する各国の取組において、同声明が示した内容が引き続き重要な位置を占めることになるものと考えられる。
前述した核物質及び核関連施設防護に関する国際会議に限らず、今日、IAEAが核セキュリティ分野で果たす役割は一層拡大している。特に、核セキュリティ強化に向けて、各国の履行に関するピア・レビューの領域では、IAEAの果たす役割が大きく高まっている6ことに疑問の余地はない。2017年のIAEA総会では新たに「核セキュリティ計画2018―2021」が提出され、情報管理、核物質・関連施設の核セキュリティ、規制の管理を外れた核物質などの核セキュリティといった各項目へのアプローチやIAEAとしての支援活動が挙げられるなど、2018年から2021年までに取り組む方向性が示された。こうした一方で、拡大の一途を辿るIAEAの核セキュリティ関連の任務に対して、財政面7も含めて国際社会がどのようにこれを支援していくか、具体的な議論に入るべき段階に差しかかっている。とりわけ、過去の核セキュリティサミットにおいて、アジェンダセッティング他で重要な役割を担ったシェルパ会合を実質的に継承する核セキュリティ・コンタクトグループ(新たに議長国がカナダからヨルダンに交替8)の今後の活動は大きく注目される。国際的なテロリストグループの動向に象徴されるような核セキュリティ上の脅威となる存在を的確に見定め、またサイバーセキュリティや無人機(ドローン)の普及といった例に見て取れるような、技術の進展が当該分野にもたらす新たな脆弱性にいかに迅速な対応をとるか、各国の規制当局者や事業者には不断の努力が要求される9。各国の責任で進められねばならない核セキュリティ強化だが、国際協力の余地も大きく、またIAEAをはじめとした国際機関や地域機構との連携にも期待が持たれている。
こうした背景のもと、2017年の一年間を通じて、第7回原子力安全条約再検討会議(3月27日~4月7日、ウィーン)10やIAEA主催による21世紀の原子力エネルギーに関する国際閣僚会議(10月30日~11月1日、アブダビ)11、そして核物質防護条約及び改正核物質防護条約締約国技術会合(11月9日~11月10日、ウィーン)などの核セキュリティ関連の国際会議の動向が注目された12。
このほかにもIAEAによる核セキュリティ関連での様々な取組が発表され、広範なトピックについて、先進国から途上国に至るまで世界各地で核セキュリティに関連したイベントが開催され、核セキュリティ水準の向上に向けた取組が進められた。以下にその概要を項目別に整理する。

このように、核セキュリティサミットプロセスが2016年をもって終焉を迎えてもなお、IAEAを中心に核セキュリティ関連のイベントが多数実施され、また各国で核セキュリティ体制の強化に関わる動きが継続していることは評価されるべきであろう。そして、核セキュリティを巡る多国間のフォーラムを維持するために、2017年以降、国際社会がいかなるアプローチを追求するべきなのかが引き続き注目される。なお、核セキュリティサミットプロセスを牽引した米国オバマ(Barack Obama)前政権との対比として、同国トランプ(Donald Trump)政権の新たな核セキュリティ政策も注目されてきたが、これまでのところ方針が大きく変更される様子はみられない。
ここまでに述べた核セキュリティを巡る昨今の動向に鑑み、本報告書では各国の核セキュリティ体制の評価にあたって、以下に掲げる項目を個別に調査し、その評価の指標とした。まず、核セキュリティのリスクを評価する指標として、調査対象国における核物質及び、その製造に関連する施設・活動の有無を調査した。次に、各国の核セキュリティ体制の指標として、核セキュリティに関連する国際条約及び勧告措置の署名・批准ならびに国内実施の状況、さらに調査対象国での核セキュリティに関する声明などを活用することとした。
